SCIF & SAPF Design Expert & Construction Lead

Scott brings over 30 years of experience in Sensitive Compartmented Information Facility (SCIF) and all forms of Special Access Program Facilities (SAPF) Construction. He is recognized by his peers as a Subject Matter Expert in SCIF design, construction, and consulting and has built countless SCIF environments ranging from Secret CLOSED through TS/SCI with full TEMPEST requirements and RF enclosures throughout his career. Scott’s hands-on approach to construction and years of field experience enable him to be highly-skilled at implementing solutions to meet the Intelligence Community Directive 705; the National Industrial Security Program Operating Manual (NISPOM), JFAN and other standards.

Mr. Palmer has served as a Subject Matter Expert (SME) instructor on multiple panels where he taught and trained for ICD 705 policy to military, government and civilian organizations including serving as a back-up trainer for Construction Surveillance Technicians
(CST’s). He has also been a speaker for the National Classification Management System (NCMS) for ICD 705 and NISPOM.

Mr. Palmer holds Class A Contractors License, has held a Journeyman Mechanical License and holds certifications in Overly and Lockmaster door units, vault door installations, sound rated window systems, and high security locking systems along with other certifications.
